HABC Level 2 NVQ Certificate in Spectator Safety (QCF)

The HABC Level 2 NVQ Certificate in Spectator Safety has been accredited by the regulators of England, Wales and Northern Ireland (Ofqual, DfES and CCEA) and is part of the Qualifications and Credit Framework (QCF).

It is supported by SkillsActive, the Sector Skills Council for the sport and active leisure sector.

This qualification is aimed at anyone working or wishing to work in the match day and events stewarding industry. This could include a variety of sporting or musical events. The qualification meets the requirements laid out in the Football Licensing Authority’s Guide to Safety at Sports Grounds (known as the Green Guide).

It covers both the competency and knowledge components of the Spectator Safety apprenticeship.

SPECTATOR SAFETY FRAMEWORK ANNOUNCEMENT

SkillsActive apologises for the inaccuracy of wording used in the rationale for the two new Spectator Safety apprenticeship frameworks and to apologise for any inconvenience this has caused. We intend to re-issue the frameworks with a correct version of the wording as soon as circumstances permit as we do not want to disadvantage either employers, training providers or individuals who have started on their programme of training in the meantime we hope that the statement will act as a clarification to the framework’s rationale:

"The Football Licensing Authority has received a number of enquiries concerning an advertising feature in the August edition of FC Business which incorrectly stated that the FLA require that all steward supervisors hold a relevant level 3 spectator safety qualification. The FLA’s position remains that “we asks local authorities to include a condition in safety certificates requiring stewards working at Premier and Football League grounds to have or be working towards obtaining a level 2 qualification. The FLA also recommends that supervisors should have or be working towards a level 3 qualification and safety officers should have or be working towards a level 4 qualification.”
